Not only Inspector Hallam of the local force, bua man from ‘The Yard’ itself, till then as exotically remote from Robert Blair’s scheme of things as Hollywood or Xanadu, If it was with reluctance as first that he condensed to be involved in anything so dubious as ‘the Franchise affair’, before long he became the devoted partisan of a cause which to all eyes but this own seemed lost.
